Abstract
To reduce expenses toward private education and the academic burden on students, the Ministry of Education has decided to implement the linkage policy between EBS and CSAT since the year of 2011. Previous studies, however, showed that the level of difficulty and the academic burden have increased in contrast to the intention of the linkage policy. Accordingly, this study compared the level of the difficulty in the English reading part of the CSAT from 2001 to 2017 by dividing it into two periods (before vs. after) based on the implementation of the EBS-CSAT linkage policy. In order to compare the difficulty level of the English reading passages, fourteen Coh-Metrix measures were used. The major results of the study are summarized as follows: Following the implementation of the EBS-CSAT linkage policy, the seven types of difficulty levels―word count, sentence length, word frequency for content words, word frequency for all words, number of modifiers per noun phrase, FRE, and FKGL―demonstrated the increase in difficulty level, showing significant differences between two periods. These results showed that the students were exposed to more difficult test contents than before, which increased the academic burden on students. Based on the results, some recommendations and limitations toward the EBS-CSAT linkage police are discussed.
