- Abstract
- OTT(Over-the-Top)는 디지털 트랜스포메이션 추세를 반영하면서 성장과 효율성을 동시에 가져올 수 있는 차세대 미디어로 인식되고 있다. 본 연구는 문헌분석을 바탕으로 미디어 시장에서 기술 중립적 규제를 통하여 시장에서의 경쟁을 촉진할 수 있으며, 방송통신 융합 미디어 서비스에 대한 규제 문제를 해결 할 수 있는 하나의 대안으로써 OTT 제도화를수평적 규제체계의 도입을 통해 해결 할 수 있는 방안을 모색한다. 연구결과는 수평적 규제체계 하에서의 OTT 서비스의 지위와 함께 단계적 도입전략을 제시한다.
