- Abstract
- The objectives of this study were to review the policies of environmentfriendly agriculture to establish a virtuous cycle in production, distribution, and consumption based on consumer trust and to suggest implications for what is needed to foster environment-friendly agriculture in the future along with the diagnosis of related policies and projects. To achieve these objectives, this study examined relative weights and priorities of the evaluation factors for environment-friendly agriculture policies. Moreover, this study conducted an importance-performance analysis (IPA) on environmentfriendly agricultural policies and projects targeting farms. The results of AHP analysis on the relative importance and priority of the key criteria (1st hierarchy) revealed that the magnitude of importance was in the order of distribution system and public plate (0.391), human resource and governance (0.233), promoting environment-friendly consumption (0.218), and enhancement of production structure (0.157). These results can be interpreted that policy measures are needed for securing a stable market and increasing consumption in the public sector. It is necessary to improve the constitution of local agriculture by securing manpower than can lead to agriculture and establishing governance among subjects. The results of the IPA showed that the areas that should be maintained and strengthened are policies and projects for stable production, stable market, and consumption promotion.
Secondly, it was also found that the areas that should be mainly invested are policies and projects for infrastructures such as manpower, technology, and processing. Thirdly, the areas that should be improved gradually are mainly policies and projects to diversify governance and sales channels.
Lastly, areas to be maintained are policies and projects for traceability, monitoring, and local foods. Environment-friendly agriculture policies and projects should be concretely promoted in the long term by clarifying the goals of policies such as providing safe food to consumers, securing competitiveness in rural areas, and preserving ecological environment.
