Abstract
In Korea, as with other countries around the world, the trends of internationalization and opening are having a broad effect on the society, culture, and economy, contributing to an increase in overseas travel, studying abroad, international exchange, the number of foreigners residing in Korea, and short-term residents living abroad. With the development of the Internet and social media, new drugs are rapidly flowing into Korea as it has become easier to conduct secret transactions due to the direct purchase of foreign goods, convenience of payment methods, and the emergence of payment methods through cyber money such as Bitcoin. While in the past drugs were secretly traded only within certain segments such as workers in adult entertainment establishments and organized criminals, now they are flowing to a wider range of the population. As a result, policies and investigations related to domestic drug crackdowns have entered a new phase. Joint investigations and overseas cooperation through cooperation between investigative agencies and related agencies such as the police, prosecutors, Korea Customs Service, and National Intelligence Service are also becoming more active. Since the harmful effects caused by hidden drug-related crimes have a serious impact not only on individuals but also on the society, the primary focus is placed on preventing and blocking exposure to these drugs. Measures should be taken to improve awareness. In this paper, we explore the concept and types of narcotics, the current situation and problems of drug-related crimes, and propose reasonable countermeasures. In order to prevent the spread of narcotics, we propose various amendments to current drug-related legislation to stipulate more severe punishment, as well as the introduction of a mandatory educational system for the guidance and rehabilitation of even simple drug offenders or those in treatment. In addition, the need for precautionary education should be emphasized, independent drug investigation agencies should be established in accordance with recent debates, and programs that can block proactive transactions and contact via the Internet should be utilized to a higher extent. Accordingly, this study proposes the introduction of an effective treatment order system, along with the reinforcement of manpower to secure professional investigation personnel and prevent proactive transactions, and higher restrictive measures in the form of stiffer criminal punishment for drug-related offenses and traders.
