Abstract
This study examines the policy formation and conflict dynamics surrounding the enhancement of cold chain pharmaceutical distribution regulations, prompted by the September 2020 incident involving flu vaccine exposed to ambient temperatures during distribution. The urgency of COVID-19 vaccine deployment and growing public concern over the safe distribution of cold chain pharmaceuticals elevated the issue to the national policy agenda. Applying Kingdon’s Multiple Streams Framework(MSF), this study analyzes the convergence of the problem stream, politics stream, and policy stream that led to the policy window and eventual policy adoption up to early 2023. Through an in-depth examination of the stakeholders involved, key points of contention, and the factors that facilitated or hindered policy alternatives, the research provides insights into how unanticipated shifts in public discourse influenced policy transformation. This study contributes to the broader understanding of policy dynamics in specialized and technical fields such as pharmaceutical regulation, offering practical implications for the application of MSF in future policy design and reform.
