Abstract: 본 발명은 참조 프레임과 현재 프레임 간의 스케일링을 동일하게 진행하기 위해 DCT에 적용될 스케일링 행렬을 추출하여 적용함으로써, 주파수 영역에서 정확한 움직임 예측을 수행할 수 있도록 한다.
