- Abstract
- 대한민국은 징병제를 유지해 왔으나, 병역자원 감소와 복무기간 단축으로 개편 논의가 활발하다. 본 연구는 정책변동 이론을 바탕으로 수정 델파이 기법을 활용하여 국방 전문가 의견을 분석했다. 연구 결과, 징·모병 혼합제가 바람직하며, 점진적 조치가 필요하다는 합의가 도출되었다. 복무기간 단축에 따른 병력 부족 문제에는 공감대가 형성되었으나, 여성 징병제 도입 및 여군 간부 확대는 실현 가능성 측면에서 낮게 평가되었다. 전문가들은 국민적 공감대와 사회적 준비의 중요성을 강조했으며, 본 연구는 병역제도 개편과 국방정책 수립에 기여할 것으로 기대된다.
