- Abstract
- UN헌장 제1조에 규정된 바와 같이 UN의 가장 중요한 목적은 전후 집단안보체제로서의 “국제평화와 안전의 유지”이다. 그럼에도 불구하고 집단안전보장체제로서의 UN은 냉전시기 동안 제대로 작동되지 못하였으며 냉전 이후 제대로 된 활동에의 기대도 오래가지 못했다. 이 글은 국제평화와 안전의 유지를 위한 UN의 역할을 역사적으로 살피고, 아울러 미국과 중국 사이의 헤게모니 투쟁 전조가 보이는 현재 집단안전보장체제로서의 UN활동에의 외적, 내적 도전들과 문제를 분석하고 집단안전보장체제이자 국제평화와 안전의 보장을 위한 UN의 미래가 미증유의 COVID-19 시대에 갈림길에 서 있다고 결론을 내리고 있다.
