- Abstract
- 宣德年間에 富民이 곡물을 내어 가난한 민인에게 혜택을 베풀어 鄕里를 구제하는 방안 혹은 조정의 동원 하에 민간이 곡물을 납부하는 방안을 시행하였다. 이러한 임시적인 조치는 正統帝가 등극하자 본격적으로 의민정표 제도로 전환되었다. 다시 말하면 선덕연간에 배태된 연납제가 정통제가 즉위하면서 본격적으로 시행되기 시작하였고, 정통 2년에 정례화 되었다. 이렇게 제도화된 연납제는 救荒策만이 아니라 북변방위나 소수민족 반란를 군비 확보 등 재정보충책의 일환으로서 공고화되어 갔다.
