- Abstract
- 본 연구는 국내 최초로 완전 돔 형태로 조성된 서남권 야구장(고척 스카이돔) 건설의 정책변동과정을 Kingdon의 다중흐름모형에 역사적 제도주의에 입각한 경로진화모형을 결합한 이론적인 분석틀을 적용해 분석하였다. 먼저 다중흐름모형에 기반한 국내･외 선행연구에서 강조하였듯이 서남권 야구장 조성의 정책과정에서도 ‘정치의 흐름’이 가장 큰 영향을 미쳤는데, 서울시장의 교체, 여론 및 이익집단의 요구 등이 주요하게 작용하였다. 둘째, 의제설정 초기 단계에서 대체 구장으로서 하프 돔 형태의 아마추어 야구장이 정책과정에서 완전 돔 형태의 프로야구 전용경기장으로 변동되었는데, 이는 제도적 변화 유형의 ‘전환(conversion)’에 해당한다고 볼 수 있다. 이러한 분석결과는 그동안 공공체육시설 관련 선행연구에서 주목받지 못하였던 정책형성 및 정책변동 메커니즘에 대해 밝혀주고 있으며, 향후 지방자치단체의 공공체육시설 조성에 대한 이해를 높이는데 기여할 수 있을 것이다.
