Abstract
The public's perception, feeling and understanding of the governance system discussed and implemented over the past two decades is very low. So-called "Regional Governance" is still very unfamiliar concept for Koreans. Even the "Seoul Governance", the successful cooperation case between government-private administrations, was not able to spread its experiences and knowledge to other local installations due to the lacks of collective assessment system. The "Korean-Local Governance" has many various constitutes, which coexist with enormous different political relationships, problem recognitions, and values. This research will examine the true reality and obstacles of "Local Governance" by looking into "Pyeongtaek case study", and doing so will provide the key points of enforcing the "Local Governance" in Korea. The research will reconfirm that the innovating government employee system is the critical element for raising effectiveness of the "Local Governance" by checking the "Pyeongtaek case study". Because it seems that whether the innovation processes were run democratically, how much effort a chief of the project putted on the processes, and whether objectives or assignments were carefully considered for its society affect making social consensus for “Local Governance.” We will carefully check those elements.
