Abstract
One of the main features of Dmitry Medvedev's presidency was the package of reforms known as modernization. Three years after Medvedev's presidency ended, it still is not certain what these reforms amounted to. It seems reasonably clear that transformational change did not occur, but did significant reforms occur in some areas? Or did no real change take place at all? This article examines the reforms and seeks to clarify what Medvedev's modernization actually was.
