- Abstract
- This study presents implications for successful management of the entrustment business for public childcare center by social cooperatives through the analysis of the existing literature and field interviews. Social cooperatives can be described as an organization pursuing a common values such as emphasis on the interests of the community rather than profits, and democratic operation and solidarity rather than the logic of capital. In this respect, it is appropriate that Seoul Metropolitan Government recently recommended its local governments to entrust the operation of public childcare centers to social cooperatives.
Three key success factors drawn from this study are: firstly ‘focusing on the community values rather than profits’, secondly ‘making governance structure based on the principle of democracy and solidarity with community stakeholders’, and thirdly ‘securing quality childcare service and innovative management’.
Practical application ways are: ‘providing high quality service required by the Infant Care Act and relevant regulations’, ‘acquiring operational excellency with limited childcare service tuition and subsidy’, ‘building new childcare culture based on innovative way of thinking’, and ‘facilitating consciousness of vocational calling to create a new socialeconomic model of childcare’.
