초록

Crime prevention and public safety have become crucial issues in modern society. In particular, mountainous and riverside areas that are difficult to access remain blind spots in public safety. This study surveyed police officers with experience in operating or managing drone patrols to analyze the effectiveness and operational issues of police drone patrols in the Seoul area. The results showed that many respondents evaluated drone patrols as effective in crime prevention, particularly in addressing surveillance gaps in blind spots and manpower shortages. Furthermore, the study found that drones can be effectively utilized for real-time surveillance, emergency rescue, and night patrols. However, legal restrictions, adverse weather conditions, and battery life were identified as major constraints in drone operations. To effectively operate police drones, it is necessary to deploy them actively in mountainous and riverside areas with limited accessibility to strengthen security measures. In particular, the operational system should be improved to maximize the utility of drones for emergency rescue and night patrols. Moreover, a system should be established that eliminates public safety blind spots and enables faster responses by integrating police drones with CCTV systems. To this end, establishing a permanent drone patrol team and systematically providing professional training for police officers as well as ensuring proper equipment maintenance and repair is crucial. Legal and institutional improvements are also required to increase the efficiency of drone operations. Flight regulations should be relaxed, and a legal framework established to enable rapid responses. Furthermore, continuous technological development, such as improvements in battery life and enhanced capability to operate in adverse weather, is necessary to overcome the limitations of drone operations. This study confirmed that drones can serve as an effective tool to complement existing patrol methods, and future research should expand the sample size and quantitatively analyze the impact of drone use on reducing crime rates.
