우리나라 소액결제제도 거버넌스의 문제점과 개선방안

초록

The retail payment system is centered on the payment and settlement system in a country. The system is the financial market infrastructure that ensures commercial transactions and financial transactions. In the retail payment service market, new payment service providers such as fintech and big tech have emerged recently, and new payment methodshave emerged, making the retail payment system one of the most innovative and dynamic in the financial sector. However, the governance of the retail payment system has been entrenched for over 20 years. It is natural that the governance of our country's retail payment system should change in line with changes in the retail payment service market. Due to this need, there have been consistent attempts to change the governance of the small payment system since 2008, but they have not come to fruition. Accordingly, this study identifies problems or challenges with the current governance structure, and presents ways to improve the governance. The biggest problem with the current system is the entrenchment of governance. In order to overcome the situation, a special committee must be formed to handle bills related to the payment and settlement system. In addition, clarifying and advancing the decision-making structure of the Korea Financial Telecommunications and Clearings Institute, requiring the Bank of Korea to regularly report payment and settlement operations to the National Assembly, and strengthening cooperation between the Bank of Korea and the Financial Services Commission are also necessary issues to advance Korea's governance. In order to develop the retail payment system in line with the changing payment service markets, exchange of opinions and cooperation among stakeholders are essential, and the establishment of governance that fosters such cooperative relationships must be established first.
