범죄피해자 원스톱 솔루션센터의 실효성 확보 방안

초록
This study examines the operational effectiveness of the "One-Stop Solution Center for Crime Victims," a newly introduced system in South Korea aimed at enhancing the protection and recovery of crime victims. The traditional support system for victims has been criticized for being fragmented across multiple institutions, causing inefficiencies and repeated burdens on victims. In response, the One-Stop Center was launched in 2024 in Seoul to offer integrated services—including legal, psychological, financial, and welfare support—within a single access point. Despite the policy's well-intentioned design, the study reveals significant limitations in its implementation. Key issues include regional disparities in accessibility, a lack of professional personnel, the absence of a centralized control body, and inconsistent service standards among centers. In some cases, the new system even adds procedural complexity rather than streamlining support, undermining the intended benefits of speed and efficiency. To address these shortcomings, this research proposes five key reform measures: (1) reorienting operations around victim recovery; (2) improving physical access through regional balance and mobile services; (3) enhancing personnel expertise through systemic recruitment and training; (4) establishing a centralized control organization for unified governance; and (5) standardizing service guidelines to ensure fairness and consistency nationwide. Ultimately, this study emphasizes the need for a victim-centered approach in the system's design and execution. The One-Stop Center must evolve into a practical platform for recovery and empowerment, rather than serving as a mere administrative formality. Effective implementation grounded in unified standards and compassionate support is essential for restoring public trust and achieving the original purpose of victim protection.
