한국 공휴일제도 변화의 정치, 1949∼2016

초록

This article examines the direction and causes of changes in Korea’s public holiday system from a historical institutionalist perspective. Focusing on historical conditions and actors’ strategies, it traces the evolution of the system from its establishment by presidential decree in 1949 to the introduction of the substitute holiday system under the Park Geun-hye administration. Initially oriented toward nation-building and the construction of national identity, the system later became a site of contestation among the state, capital, and labor following democratization, leading to alternating resulting expansion and contraction in the number of holidays. Since the mid-2000s, it has also been linked to economic growth strategies, which eventually resulted in the adoption of the substitute holiday system. The analysis shows that early institutional design has had a lasting impact and that changes in the public holiday system constitute a political outcome shaped by historical conditions, actors’ strategies, and power relations.
