우리나라 지급결제시스템 연계 방안: BUNA를 중심으로
초록
Although payment and settlement systems have developed continuously and innovatively over the past 30 years, the field of cross-border fund transfers (remittances) has been left out of these developments. In order to improve this situation, the G20 selected the improvement of cross-border payment services as a key task in 2020, and in the same year, BIS and the Financial Stability Board identified the current status and problems related to the improvement of cross-border payment services and set priorities and initiatives for improving payment services.A survey conducted by BIS' CPMI in 2020 found that 14 payment and settlement systems planed to promote new or expanded cross-border linkage work within the next five years. And the Financial Stability Board published a report evaluating the status of improvement in cross-border payment services in 2023, making it clear that it intends to periodically check the degree of implementation. In this way, improvement of cross-border payment services is expected to continue in the future. So which country or system can our country try to connect with? This study focuses on the Arab Monetary Fund's BUNA system among many overseas countries and systems. BUNA system is participated by countries in the Middle East and North Africa, and includes six currencies, including the Euro (EUR), the US Dollar (USD), the Jordanian Dinar (JOD), the United Arab Emirates Dirham (AED), the Egyptian Pound (EGP), and the Saudi Riyal (SAR). It was established in 2021 as a cross-border fund transfer platform that remits (funds transfer) the payment currency through simultaneous foreign exchange settlement (PvP) and rapid fund transfer, and is actually operated by the Arab Monetary Fund (AMF). Through connection with the BUNA system, Korea can enjoy the effects of improving cross-border payment efficiency, reducing payment risk, securing alternative payment channels for the correspondent banking system, internationalizing the won, diversifying payment currencies, and strengthening the financial center. Ultimately, advancement of trade finance and cross-border payments, and expansion of trade with the Middle East and North Africa can be achieved. It is worth noting that the payment system is actively linked to regional areas and that global efforts are expanding to promote local currency payments in each country in response to key currencies such as the dollar. In this respect, BUNA is highly likely to function as a single entry point for transactions with Arab banks, and in order to secure future trade and payment networks with the Middle East and North Africa, we will continue to join the BUNA system with a future-oriented attitude.
