마을교육공동체 정책의 변화 과정에 대한 비판적 분석 : 경기도교육청 ‘경기꿈의학교’(현 ‘경기이룸학교’) 사례를 중심으로

초록

The purpose of this study is to critically analyze the change process of the Gyeonggi Village Educational Community Policy, which has been promoted by the Gyeonggi-do Provincial Office of Education since 2014, specifically examining the types of policies and evaluation criteria implemented. The Gyeonggi-do Provincial Office of Education has been promoting the Gyeonggi Dream School as part of the Gyeonggi Village Educational Community Policy since 2014 to expand public education after the operation of the Innovation School. From 2023, the Gyeonggi Dream School changed its name and contents for reason of the policy to the restructuring of the policy, the Gyeonggi Village Educational Community to the local linkage education, and the Gyeonggi Dream School to the Gyeonggi E-Room School. In this study, the type of policy change was defined as the type of policy succession according to the criteria of Hogwood and Peters (1983), and three evaluation criteria were set based on diverse existing policy evaluation approaches: policy formation process, policy decision process, and policy execution process. Based on these evaluation criteria, the following results were derived after evaluating the change process of the policy concerning the Gyeonggi E-Room School. First, the definition and purpose of this policy in the process of policy formation can be regarded as having sufficient value in the future, but it is not entirely successful in embodying the right direction of development by combining value with reality. Second, the validity and rationality of policy decisions are negatively evaluated. Third, the levels of efficiency and effectiveness of policy changes to be secured in the implementation phase of policy realization are low. Owing to the replacement of policy makers, the policies that have been implemented thus far have undergone changes in content and methods and have actively promoted value for the future superficially; however, in terms of the sustainability of the policy, what appears to be the case is more of the disconnection, reduction, and even regression than the succession and expansion of the policy.
