초록

In the transition process of complex socio-technical systems, the stakeholder networks for emerging technologies play a critical role in forming niche space, selecting technologies, and developing policies and institutions. This study attempted to conduct the stakeholder analysis to understand the coalition in the stakeholder network. The Advocacy Coalition Framework (Hereinafter, ACF), primarily used in the field of policy studies, was utilized as a methodology to measure the policy beliefs of stakeholders. When measuring policy beliefs, we complemented the multi-level perspective (Hereinafter, MLP), widely used to explain the phenomenon of socio-technical transitions. We chose the hydrogen energy sector in Korea as a research case. We developed policy belief measurement items based on the ACF and MLP. Using newspaper articles, we measured the policy beliefs of stakeholders and identified clusters among stakeholders. We compare the results from the ACF approach and ones from ACF + MLP approach to integrate policy studies and innovation studies. Results show that MLP can add a new value for managing socio-technical system transitions such as energy transitions when developing relevant policies.
