The Political Economy of the ‘High School Credit System’ Through Foucault’s concept of Governmentality

초록

The high school credit system, initiated during the Moon Jae-in administration, has garnered significant social attention and research interest. However, there is a lack of analysis regarding its educational context and societal impact. This study utilizes Michel Foucault's concept of governmentality to undertake a political-economic analysis of the high school credit system, examining its concept and background through policy documents released by the Ministry of Education. The political-economic issues surrounding the high school credit system, viewed through the concept of governmentality, can be categorized into three main areas. First, it accelerates inclusion of the secondary education curriculum into the labor market by expanding choice and providing career exploration opportunities for learners. Second, it addresses the ideology of learner responsibility, transforming compulsory choices into voluntary decisions and highlighting the emergence of self-responsibility. Lastly, it discusses the justification of social inequality, where choices affected by structural inequality are defined as individual voluntary decisions, perpetuating and legitimizing inequality.
