A Review of the Mixed Effectiveness of CCTV on Fear of Crime - Examining the research methodologies, effectiveness of CCTV, and limitations of existing research in South Korea -

Official crime statistics in South Korea indicate a steady decline in crime rates in recent years, yet this trend has not translated into reduced fear of crime among citizens. From this context, public agencies have used strategies such as CCTV to prevent crime and reduce fear of crime. The purpose of this study is to systematically review empirical research examining the impact of CCTV on fear of crime and to analyze the contextual factors that shape its effectiveness. Using the PRISMA framework, 15 peer-reviewed studies published between 2005 and 2025 were identified through major domestic and international databases. The results reveal that while several studies report a reduction in fear of crime associated with CCTV installation, others indicate negligible effects or even increases in fear. These inconsistencies are linked to differences in measurement strategies, environmental and regional conditions, and operational features of CCTV systems. In particular, specific or situational fears tend to show consistent reductions, whereas general fear of crime demonstrates mixed outcomes. Overall, this review highlights the mixed effectiveness of CCTV. As the first sytematic review on the relationship between CCTV and Fear of crime in South Korea, this study aims to enhance the understanding of the relationship while highlighting gaps and limitations in the existing literature to guide future research.
