초록

This study evaluates the potential for recognizing temple forests, classified as ‘Mountainous Districts for Public Interest’, as Other Effective Area-Based Conservation Measures(OECMs) to support the Kunming- Montreal Global Biodiversity Framework(GBF) and the 2030 action targets adopted at the 15th Conference of the Parties to the Convention on Biological Diversity(COP15). Temple forests analyzed in this study are found to significantly overlap with major protected areas, leading to an examination of the overlapping areas between temple forests and existing protected areas(PAs), as well as a calculation of areas eligible as potential OECMs candidates. Temple forests overlapping with protected regions cover 426.27 km² (65.50%) and include Natural Environment Conservation Areas, National Parks, and Wildlife Protection Areas. In contrast, temple forests not overlapping with protected areas, and thus eligible as candidate OECMs, span 224.54 km² (34.50%), representing approximately 0.22% of the national land area. Further, based on global guidelines from the International Union for Conservation of Nature(IUCN), this study evaluates the degree to which temple forests meet OECMs criteria using a five-point scale and examines specific aspects of compliance with the OECMs framework. The findings indicate that temple forests not overlapping with existing protected areas are viable candidates for OECMs recognition. However, further validation of specific criteria and site-level assessments for individual temple forests are necessary. To support the recognition and expansion of temple forests as OECMs, detailed and systematic management manuals, targeted support for individual sites, and enhanced legal frameworks are essential.
