장애인 가족지원서비스의 사회적 가치 평가와 지불의사 결정요인: 서울시 가족돌봄자 대상 조건부가치추정(CVM) 연구

초록

Purpose: This study aims to estimate the social value of family support services for the disabled in Seoul by applying the Contingent Valuation Method (CVM) and to identify the determinants of Willingness to Pay (WTP). Method: A survey was conducted on 1,302 family members of individuals with disabilities using a double-bounded dichotomous choice format. Mean WTP was calculated using interval data analysis, and a logit model was employed to analyze the determinants of WTP. Results: The analysis derived an annual mean WTP of approximately 60,000 KRW. Price sensitivity was confirmed, as the acceptance rate decreased with higher bid amounts. Regarding determinants, economic Ability to Pay (ATP), such as income and housing type, was found to be statistically significant, whereas disability characteristics were not significant factors. Conclusion and Implications: This study demonstrates that family support services are publicservices with sufficient investment value. However, given that WTP is constrained by economic capacity, the findings suggest the need to strengthen public financial responsibility while implementing a differential cost-sharing system to alleviate the burden on low-income households.
