In Korea, despite growing awareness of animal rights, animal abuse cases are inadequately addressed due to vague definitions and unclear investigation procedures. This study critiques the limited legal effectiveness of the Animal Protection Act and proposes improvements. It suggests unified investigation departments, specific categorization codes, and the preparation of concrete evidence for court cases. The paper emphasizes the need for clear sentencing guidelines and preventive measures against repeat offenses, advocating for legal reforms and enhanced investigation methods to better protect abused animals and strengthen the response to animal abuse.
