경기도 및 소속 시·군 지방정부의 재난관리기금 적립 요인 분석: 규모와 변화율 중심으로

초록
The Disaster Management Fund is a legally mandated fiscal instrument that local governments in Korea must establish; however, substantial disparities exist among municipalities in terms of fund accumulation and growth rates. This study empirically examines the determinants of these differences by constructing panel data for 31 cities and counties in Gyeonggi Province from 2017 to 2024 and applying the Generalized Least Squares (GLS) method. Results show that municipalities with higher fiscal independence and progressive mayors tend to maintain larger disaster management funds. Conversely, lower Regional Safety Index scores and Disaster Management Evaluation grades—indicating weaker safety conditions—are associated with greater fund accumulation. Organizational size negatively affects the rate of fund change, while previous designation as a special disaster area positively influences subsequent fund increases. These findings suggest that the Disaster Management Fund functions not merely as a statutory requirement but as a strategic policy tool shaped by local governments’ fiscal capacity, political orientation, and external evaluation environment. The study provides empirical insights into how disaster-related fiscal policies are implemented at the municipal level and highlights the institutional and political dynamics underlying local disaster preparedness.
