초록
There is a tendency to classify intimate partner violence and stalking as relational crimes and police to actively respond from the initial stage by simplifying case procedures. However, there are concerns that procedural differences between each type of crime, as well as variations in police responses to victim protection measures, could lead to confusion in the field. Furthermore, the effectiveness of the risk assessment currently used by police to evaluate the recidivism risk of relational crimes has not been well established. To address this, the study conducted a Focus Group Interview (FGI) with 15 police officers to explore the actual state and limitations of their responses to relational crimes. The results showed concerns that procedural simplification could lead to mistakes that might provoke the offender. Unlike stalking, where it is easier to conduct the measures based on the victim's wishes, in domestic violence cases, there was a sense of burden about forcibly evicting the offender, who may be living with the victim, and concerns were raised about the effectiveness of such measures. Additionally, the practical utilization of the risk assessment in the field was found to be low. Based on these findings, the study proposes several improvements to enhance the on-site response capabilities of police dealing with relational crimes.
