일본 OECM 사례 및 TNFD 공시 연계 구조 고찰을 통한 우리나라 산림OECM 적용방안

초록
This study analyzes Japan’s institutional and policy cases to explore how Other Effective area-based Conservation Measures (OECMs) can be applied to forest OECMs in Korea. Japan leverages OECMs as an instrument for implementing the Kunming–Montreal Global Biodiversity Framework (GBF) and is promoting linkages with the Taskforce on Nature-related Financial Disclosures (TNFD) to expand private-sector participation. Notably, about 60% of registered OECM sites in Japan are corporately owned, reflecting a private-sector-oriented regime enabled by the institutionalization of OECM designation and a biodiversity contribution certification system. Although forests cover roughly 66% of Korea’s territory, the high share of private forests indicates that expanding forest OECMs will require stronger private participation and accompanying legal and institutional reforms. Accordingly, the Korea Forest Service should provide forest-OECM guidelines linked to TNFD disclosures and establish a system that recognizes corporate participation as a tool for ESG and biodiversity risk management.
