참여 청년의 목소리로부터의 자산형성지원사업의 의미와 성과에 대한 탐색

초록

The purpose of this study is to explore the meaning and outcomes of youth individual development account(IDA) from the voices from youths who participated in the program. To achieve this, the study conducted four rounds of in-depth group interviews with 17 youths who were beneficiaries of the youth IDA program for low-income youths. The participants enrolled in the program in 2018 and received all or some of their savings and government subsidies at the time of the survey in 2022. The results reported that the working-poor youths who participated in the youth IDA program perceive the IDA program as an opportunity to save money, a foundation for asset building, one of welfare benefits, a labor incentive policy, and a support for self-reliance. In addition, they experienced positive changes in psychological, financial, career, and residential environment. Based on these results, the study proposes that the youth IDA program has the meaning of providing a foundation for asset building, supporting independence, and preventing and alleviating poverty for low-income young workers. It also serves as a mechanism for supporting retirement preparation and reducing inter-generational poverty in Korea. The study suggests institutional and practical implications based on these findings.
