A Study on the Limitations and Improvement Measures of Swimming Pool Water Quality Management Standards in Physical Education

In recent years, the number of indoor swimming pools and children’s swimming facilities in Korea has gradually increased due to the expansion of mandatory survival swimming education for elementary school students as part of safety initiatives. As these facilities are used by a large number of individuals, the importance of ensuring water quality safety has become increasingly prominent. However, swimming pool water quality management remains a serious issue, recurring as a major concern every summer. Accordingly, this study examines the current status of swimming pools and water quality management standards in Korea, analyzes the pathways of water contamination and associated diseases, and proposes the following policy recommendations. The findings indicate that, compared to international standards, the current domestic regulatory criteria for swimming pool water quality are generally appropriate, except for the need to specify inspection frequency and to mandate the disclosure of water quality test results. On the other hand, although users’ awareness of health risks related to swimming pool water quality is a more critical factor than the management of physical contaminants, existing user safety and hygiene standards lack explicit criteria regarding restrictions based on health conditions. In other words, proper hygiene practices among swimming pool users not only limit the introduction of contaminants into the aquatic environment but also positively influence key water quality indicators. Therefore, it is necessary to develop and disseminate detailed operational manuals that include clear guidelines for restricting facility use based on users’ health conditions, enabling more effective supervision and management of users. Accordingly, based on guidelines from the World Health Organization and the Centers for Disease Control and Prevention, establishing more explicit user safety and hygiene standards is expected to be more effective in improving swimming pool water quality and in safeguarding the health benefits of swimming.
