매체별로 분리된 선거보도 심의기구의 제도적 개선 방안 연구 — 선거보도 심의기준 적용 사례와 중복심의 문제를 중심으로 —

초록

The purpose of this study is to compare and analyze cases in which the 20th and 21st National Assembly election-related the election reporting deliberation system violated the standards such as fairness and objectivity to find ways to improve the system. As a result of the analysis, it was found that the types of fairness violations differed by deliberation body. In the case of election broadcasts, there were many types that highlighted specific political parties, while in the case of election articles and Internet election reports, there were many types that highlighted specific candidates. In the criteria for deliberation on election broadcasts, “fairness” meant practical balance, and election articles and Internet election reports meant cases that could have a favorable or unfavorable impact. There were many cases of objectivity violations at the Election Broadcasting Deliberation Commission. There were 115 cases of redundant regulation by each deliberation body for the same media outlets, and there were 10 overlapping deliberations on the same election report. There were many redundant deliberations between the Election Articles Deliberation Committee and the Internet Election Reporting Deliberation Committee, and most of them were due to requests for correction or opposition from candidates or political parties. It was confirmed that the resolution results of the same article were different for each deliberation body. As a result of an overall analysis of the election report deliberation body divided by media type, it was found that the deliberation standards of the same name were applied differently for each deliberation body, and the number of cases of redundant deliberations continued to increase. In order to improve these problems, the fairness review standards need to improve clarity by presenting specific cases and strengthening the objectivity review standards. In addition, in order to solve the problem of overlapping deliberation, it is necessary for the Election Broadcast Deliberation Commission and the Election Article Deliberation to operate year-round and further reorganize the election report deliberation system suitable for the era of digital media platforms.
