탄소중립을 위한 일본·EU 탄소배출권거래제 비교분석 연구
초록
As of 2024, carbon neutrality is emerging as the most important task for humanity as a whole beyond the country. Therefore, this study conducted a comparative analysis study on the carbon emission trading scheme(ETS) of the EU and Japan. The cases of the EU and Japan, which operated the ETS system about 10 years before Korea, were analyzed, and implications for Korea were derived based on this. The implications for Korea are as follows. First of all, there is a need for a system that allows companies to recognize that ETS is very efficient in that it provides various methods and incentives and to actively participate in ETS. It is necessary to create an environment in which companies can actively act to realize their current carbon neutrality goals and further realize high levels of greenhouse gas emission cuts voluntarily through the implementation of policies that can spread positive perceptions about ETS, along with support policies such as low-interest loan support and subsidies. Next, it is necessary to come up with measures to ensure the stability of Korea’s ETS. A system that can immediately respond to changes in domestic and foreign economic conditions and policies, certification of emission permits, and induction of appropriate demand and supply of emission permits and transactions are needed, and therefore, I would like to suggest the establishment of a government agency or industry-government-academia-linked institution dedicated to ETS operation.
