Investigating quantitatively the root causes of non-implementation of public surveying performance review and deriving institutional improvement measures

This study analyzes the causes of non-compliance in the performance evaluation of public surveying and conducts foundational research for system improvement. Operating under various laws since 1961, the public surveying system plays a crucial role in projects by national, local, and public institutions. However, recent technological advancements and diversification of the surveying environment necessitate system updates. Using surveys and web crawling, this study examines non-compliance rates and their causes, proposing tailored improvement measures. Surveys gathered opinions from public survey implementers and performers on system limitations and improvement needs, while web crawling investigated recent research trends and non-compliance over the past three years. Findings indicate that a lack of system awareness, complex procedures, and high fees are primary causes of non-compliance. To address these, the study suggests simplifying procedures, expanding educational programs, and extending interim evaluations. This research provides foundational data for improving the public surveying system, enhancing efficiency and accuracy, and improving the quality of national information management. © 2024 Korean Society of Surveying.
