흡연의 외부비용으로써 화재비용 추정과 그 시사점

In this paper, we estimate the magnitude of fire costs, as one of the external costs incurred by smoking. To do this, we calculate the external cost of fires caused by cigarette butts by summing property and human damages from the fires and the firefight cost to extinguish the fires. Our results provide evidence that the external costs of fires caused by cigarette butts in Korea is tremendous. The total external costs of fires caused by cigarette butts was about 75.5 to 128.0 billion won (average of 99.5 billion won), and the external cost per pack was 24.0 to 41.4 won (average of 31.8 won) over the past five year. These results indicate that there is a significant difference in external costs among tobacco products, at least in terms of fire costs, suggesting that Korea’s tobacco taxation system is requred to be ameliorated into more differential tax rates in proportion to the externalities of each tobacco product.
