MSF(Multiple Streams Framework) 쟁점 분석과 발전방향 탐구

초록

Since the publication of Kingdon's book (Agendas, Alternatives, and PublicPolicies) in 1984, MSF has been used as the most powerful and frequentlyapplied conceptual framework in academia and prior literature to explainpolicy-making processes that occur by chance under time constraints andambiguous conditions. Currently, MSF has undergone half a century ofdevelopment and is actively enhancing its theoretical sophistication, conceptualexpansion, and methodological improvements (such as expanding the scope ofapplication, hypothesis setting, the importance of integrating different streams,the role of policy entrepreneurs, and research implementation strategies) withinthe Western academic community. However, in the fields of educational politics and educational administrationin Korea, the reflection of the latest MSF research trends, the scale of relatedresearch implementation, and the frequency of policy application in practice aresignificantly lagging behind Western academia in both quantity and quality. Additionally, self-critical critiques have been raised that the adoption of MSFpolicy application scope, selection of research subjects, and development oftheoretical frameworks remain stuck in a “simply mechanical explanation” and“repeated filling-in format” tailored to constituent factors. Based on thisawareness of the issues, this paper aims to systematically analyze the latestdevelopments in MSF by focusing on foreign prior studies, derive keytheoretical issues, comprehensively review the content consistency andmethodological discussions of related studies in Korean contexts, andcomprehensively propose future development directions for the MSF framework.
