경찰관의 정신건강 지원정책에 대한 비교 연구: 한국, 미국, 영국, 캐나다 사례를 중심으로

This study aims to propose policy improvements for supporting the mental health of police officers in South Korea by conducting a comparative analysis of exemplary cases from the United States, the United Kingdom, and Canada. The study applies Gilbert and Terrell’s (2012) social welfare policy framework—allocation, benefit, delivery system, and finance—and integrates three theoretical foundations: the Job Demands-Resources (JD-R) theory, resilience theory, and social support theory. Through literature review and case analysis, the study identifies structural limitations in South Korea’s current policy, such as reactive service delivery, narrow beneficiary scope, centralized implementation, limited funding and personnel, and persistent stigma. Based on the findings, the study proposes a shift toward preventive interventions, resilience-based education programs, enhanced peer and family support systems, improved digital accessibility, and expanded public-private partnerships. By structurally linking theory, analytical framework, and policy recommendations, this study contributes to both the theoretical discourse and practical advancement of sustainable and effective police mental health policies in Korea.
