초록
In light of recent developments such as the advancement of North Korea's nuclear capabilities, shifts in North Korea's inter-Korean policies, strengthened trilateral alliance among South Korea, the United States, and Japan, and closer relations among North Korea, China, and Russia in the changing international landscape of Northeast Asia, it is necessary to re-emphasize the importance of a multilateral approach highlighted in the past Six-Party Talks. Therefore, this study aims to examine North Korea's perceptions of the Six-Party Talks, which began as efforts to peacefully resolve the North Korean nuclear issue through dialogue and resulted in agreements involving all relevant countries. The North Korean nuclear issue not only concerns inter-Korean relations but also operates as a regional and global issue, making a multilateral approach still relevant. Currently, there are noticeable trends in Northeast Asia, such as the strengthening of the South Korea-U.S.-Japan alliance and closer ties among North Korea, China, and Russia. With the increasing likelihood of Trump's reelection in the 2024 U.S. presidential election, changes in relations with North Korea are anticipated. This study analyzes North Korea's perceptions of the Six-Party Talks during the period from 2003 to 2008, when the talks took place, using topic modeling methods applied to 356 articles from the Korean Central News Agency. The analysis identified North Korea's perceptions on five topics: ① North Korea-U.S. relations and denuclearization negotiations, ② resumption of the Six-Party Talks and issues concerning financial sanctions, ③ North Korea-Japan relations and abduction issues, ④ North Korean human rights issues and relations with the international community, and ⑤ South Korea-U.S. military exercises and the establishment of peace on the Korean Peninsula. Although 15 years has passed since the suspension of the Six-Party Talks, these five topics continue to represent similar focal points amid the escalating North Korean nuclear crisis. Therefore, they can serve as reference points for exploring diplomatic policy directions and proposing policy measures and international cooperation in the event of resuming negotiations or talks with North Korea in the future.
