범죄예방 환경개선 사업의 지속가능성 확보 방안: 광역자치단체의 가이드라인을 중심으로

초록

Urban safety is directly linked to citizens' quality of life, and crime prevention through environmental design (CPTED) projects are expanding through various policies to achieve this. However, in Korea, there is a limitation in that efforts are focused on short-term, physical facility improvements, and the absence of maintenance systems has limited their long-term effectiveness. Therefore, this study aims to explore ways to ensure the long-term sustainability of CPTED projects based on Metropolitan/Provincial Government guidelines. For this study, the crime prevention through environmental design (CPTED) guidelines of 17 metropolitan and provincial governments were selected as the subjects of analysis. An analytical framework was developed by identifying key elements for each generation based on First-Generation, Second-Generation, and Third-Generation CPTED theories. Subsequently, this study examined the extent to which these generational elements were reflected in each metropolitan and provincial government's guidelines and comprehensively compared their institutional foundations and operational methods. The analysis revealed that most metropolitan and provincial governments had thoroughly incorporated First-Generation CPTED elements. However, Second-Generation elements like resident participation and community culture, along with Third-Generation elements emphasizing liveability and sustainability, were applied only partially and in limited areas. This situation suggests that domestic CPTED projects remain overly focused on physical environment improvements. Based on these findings, this study discussed policy measures to ensure domestic CPTED projects operate more sustainably and effectively secure urban safety. These measures include promoting balanced incorporation of CPTED elements across all generations and operationalizing social elements such as resident participation. This study is significant in that it proposes directions for domestic CPTED projects to evolve into sustainable urban safety strategies.
