초록

This study aims to propose an evaluation and accreditation model tailored to the unique characteristics of university entrepreneurship education, prompted by the recognition that a systematic quality management framework has not kept pace with its quantitative growth in Korea. Using Stufflebeam's CIPP (Context, Input, Process, Product) evaluation model as an analytical framework, this research conducts a comparative analysis of key domestic higher education accreditation systems (University Institutional Accreditation and (ABEEK) Accreditation of Engineering Education), major government policies (the 2nd Five-Year Plan for University Entrepreneurship Education and the SCOUT program), and a prominent international case (the Princeton Review's entrepreneurship rankings). Synthesizing the analysis, this study proposes a comprehensive accreditation model based on the four stages of the CIPP framework. For Context evaluation, it emphasizes the establishment of 'vision and goals' and 'learning outcomes' that align with the university's development plan and the needs of stakeholders. For Input evaluation, it presents 'curriculum,' 'organization,' and 'human and physical resources,' as well as 'external cooperation and resource linkage,' as core domains. For Process evaluation, it highlights the internalization of a 'Continuous Quality Improvement (CQI)' system, alongside 'curriculum operation' and 'support for students and faculty.' Finally, for Product evaluation, the model proposes a multidimensional measurement of 'educational outcomes' and 'commercialization outcomes,' incorporating a virtuous feedback loop where evaluation results are systematically fed back into the Context, Input, and Process stages. The significance of this proposed model lies in its potential to provide a foundational framework for enhancing the accountability and promoting continuous quality improvement of university entrepreneurship education, thereby contributing to the development of the national entrepreneurial ecosystem.
