초록

In today’s economy data has become the most important source of added values in today’s economy and it is necessary to establish a ecosystem that can smoothly produce, collect, combine, process, and trade data. This paper comprehensively examines the current states and identifies problems of Korean and other countries’ data trading. It also explains previous studies related to data pricing. Based on these study, it presents policy tasks to enhance data trading in Korea. First, it is necessary to encourage the activation of data transactions by defining data ownership as clearly as possible. Secondly, it is necessary to consider whether the distribution of data resources can be left to market organizations alone. Policy efforts are needed to prevent the bad effects from data concentration on competition. Lastly, establishing an efficient data governance system can be the starting point for a desirable data ecosystem.
