학교 내 의약품 사용 및 관리에 관한 협력적 거버넌스 국제 비교연구: 한국과 일본, 미국, 영국을 중심으로

초록

[Purpose] This study aims to compare and analyze the regulations and cooperative governance frameworks for the safe administration and management of medicines in schools across different countries and to derive policy implications for improving the system in Korea. [Methods] To achieve this, the study examines the legal frameworks, guidelines, and roles of key stakeholders in four countries: Korea, Japan, the United States(California, Texas, New York), and the United Kingdom, and compares their cooperative governance structures. [Results] The findings indicate that while Korea and Japan designate school health teachers and school nurses, respectively, to manage medicines in schools, their operational approaches differ. In Korea, due to restrictions on the participation of unlicensed school staff, school health teachers solely manage medicine administration, highlighting a pooled interdependence structure. In contrast, Japan allows trained school staff to assist in medication administration during emergencies and effectively utilizes a consultation system with school pharmacists, setting it apart from Korea. Furthermore, the United States and the United Kingdom have established a reciprocal interdependence model, where school nurses serve as central coordinators, working closely with trained school staff, parents, and external healthcare professionals. Notably, the United States system relies on written guidance from external healthcare professionals for medication management, while the United Kingdom emphasizes active participation of healthcare professionals in school policy-making. [Conclusion] Based on this comparative analysis, this study suggests improving Korea’s school medicine management system by strengthening cooperation with local healthcare professionals, expanding the role of school staff in emergency situations, and establishing comprehensive guidelines for medicine administration and management in schools.
