Beyond Numbers, Toward People: Directions and Tasks for a Human-Centered Population Policy

초록

Korean society is entering a demographic era defined by the convergence of ultra-low fertility, rapid population aging, and regional decline. These trends are not simply outcomes of socioeconomic change; they are also reshaping daily life and the very fabric of society itself. Against this backdrop, this paper maintains that population policy must move beyond managing numbers. What is needed now is a framework centered on people—their needs, their rights, and the life courses they hope to live. Childbirth today cannot be reduced to individual decision-making. It is embedded in the daily structures of care, housing, employment, and gender relations. Without collective responsibility, choice becomes burden. Every child, regardless of their birth circumstances, must have the right to grow up in dignity and health. This is not a private matter but a shared responsibility of both society and the state. Addressing population aging demands more than marginal adjustments to existing welfare models. The task is to build a society that fosters intergenerational solidarity and enables older adults to remain active and socially engaged. Similarly, regional depopulation cannot be resolved through infrastructure alone. It requires the restoration of communities—through human connection, rootedness, and renewed purpose. In this effort, embracing coexistence with foreign residents is not an optional measure, but a vital foundation for any sustainable regional future. To advance this vision, the paper proposes three institutional reforms: the creation of a Ministry for the Future of Population, the founding of a National Population Research Institute, and constitutional recognition of reproductive and developmental rights. These are not minor administrative changes. They signal a redefinition of policy responsibility—from controlling demographic numbers to sustaining human lives in all their complexity. This paper aims to contribute to that shift: from counting people to caring for them.
