Natural disasters in inaccessible areas pose acute analytical and humanitarian challenges due to severely limited data access and the absence of field research. North Korea represents a paradigmatic case, where political controls restrict information flows and complicate external engagement. This study examines the 2020 flood in Kimhwa County to explore how disaster impacts and state responses can be analyzed under such conditions. It employs an integrative geographic approach that combines physical geography, human geography, and North Korea studies while drawing on complementary forms of evidence. The analysis integrates topographic data derived from U.S. Geological Survey digital elevation models, satellite imagery, and critically interpreted North Korean state media to assess relative flood vulnerability and reconstruct postdisaster recovery. Focusing on a rural county-scale case, the study shows how disaster response in Kimhwa County was intertwined with broader developmental and ideological objectives. Methodologically, the article demonstrates how integrative geographic analysis can generate robust place-based knowledge under conditions of limited accessibility and offers insights relevant to future humanitarian engagement and disaster governance.
