Balancing Market Efficiency and Public Interest: The Legitimacy and Limits of Government Intervention in the Namsan Gondola Project

초록

This study examines how to balance market efficiency and public interest under natural monopoly conditions, focusing on the Namsan gondola project. The Namsan gondola project is an unusual case of public entry into a market already served by a private ropeway operator. This study evaluates the legitimacy and necessity of public–private competition and explores appropriate policy design. This study is the first to examine a case in which the public sector enters a natural monopoly market where a private firm already exists as the sole supplier. The study employs literature review and comparative analysis. Ropeway and rail transport industries exhibit natural monopoly characteristics, and it is rare to find multiple parallel systems operating along the same route in international cases. Institutional mechanisms such as profit-based public contributions and adjusted land-use fees can achieve efficiency and public interest without direct public entry. The study proposes a policy model for ensuring public interest in natural monopoly industries through institutional tools.
