During the late Qing Dynasty, following the Boxer Movement and the Russo-Japanese War, the discourse on customs reform emerged in Fengtian as a key solution to overcome national and regional crises. This movement sought to enlighten the public and civilize social customs to ultimately achieve national prosperity and strength. Both government officials and civilians who supported customs reform actively aimed to influence popular customs. The police system, whose establishment was accelerated after the Russo-Japanese War, was regarded as a core instrument to realize these plans. Against this background, the Fengtian police took on the role of modernizing the city and reforming public customs, positioning themselves as agents of social transformation. Given the significant social and cultural changes in late Qing Fengtian, it is necessary to analyze concretely how the police intervened in and managed public customs and daily life—a topic that has rarely been addressed in prior studies. This study examines the customs management of the Fengtian police in two main parts. Chapter Ⅱ explores the police’s efforts to control social vices such as opium smoking, prostitution, and gambling, along with an analysis of the achievements and limitations of these efforts. Chapter Ⅲ investigates the police’s management of drama and folk beliefs to reveal how the police intervened in everyday life. Furthermore, this study preliminarily presents the foundations and orientations of police intervention based on contemporary archival materials.
