This study aims to comprehensively compare and analyze the bills on the promotion of the policing industry proposed to date and to examine effective legislative measures for advancing the sector. The research traces the chronological development of discussions on policing industry promotion and conducts a comparative analysis focusing on Representative Yoon Jae-ok’s bill from the 21st National Assembly and Representatives Shin Jung-hoon’s and Yoon Jae-ok’s bills from the 22nd National Assembly. Key issues are identified and critically examined to propose practical measures for promoting the policing industry. The comparison reveals that Representative Yoon’s bill in the 22nd Assembly reduced the state’s role in industrial promotion compared to his 21st Assembly bill. Furthermore, Representatives Shin’s and Yoon’s bills in the 22nd Assembly differ in policy direction for industry promotion based on their respective objectives, particularly regarding regulatory mechanisms for protecting fundamental rights and the scope of state intervention. Based on this analysis, the following policy recommendations are proposed. The legal definition of “policing industry” should adopt the Korean Standard Industrial Classification system to ensure legal stability. Financial support for policing businesses should be established through indirect mechanisms that minimize the state’s fiscal burden. The new technology certification system should incorporate public safety assessments while linking with existing systems. Industry support organizations should be established as state-led associations with appropriate public oversight mechanisms. Finally, provisions for proactive and continuous controls to protect fundamental rights must be explicitly stipulated alongside technological innovation in policing. This study contributes to the field by identifying key issues in proposed bills and developing concrete legislative measures at a time when demand for legal frameworks supporting policing industry promotion is increasing.
