This study analyzes the structural determinants of palletized shipments through wholesale markets in Korea’s fresh agricultural distribution system. Using commodity-level panel data for peaches, pears, strawberries, and watermelons from 2001 to 2024, the study applies pooled OLS and two-way fixed effects models, with a fractional logit model employed for robustness checks. The results show that shipment volume per producer, the share of greenhouse cultivation, and transaction size per deal have positive effects on the palletization rate. In contrast, the concentration ratio of the top five producing counties and the market share of Garak Market exhibit negative effects. The mandatory palletization of watermelons after 2016 is identified as a policy-induced structural change. Commodity fixed effects indicate positive effects for peaches and pears, and negative effects for strawberries and watermelons. Time fixed effects reveal a steady increase in the palletization rate over time. These findings suggest the need for commodity-specific policy approaches to promote effective palletization.
