국제인도법상 우크라이나 IT군의 법적 지위

초록

As a result of the armed conflict between Russia and Ukraine in 2022, there are clear limits to the use of conventional weapons in modern warfare. Cyber warfare technology, which is generally limited to virtual spaces, is being used in the conflict between Russia and Ukraine not only in virtual spaces but also on real battlefields. Drone-based attacks and detections, as well as tactical use of GPS technology via satellites such as Starlink, are examples of this type of use. In response to these tactical changes, the Information Technology Army developed, which comprises people in various positions and who use IT technology in the field as well as those in charge of cyber warfare. As a consequence, this article examined various international legal issues raised with them under the International Humanitarian Law, which includes the four Geneva Conventions adopted in 1949 and additional protocols adopted in 1977.
