한반도 공동성장 개념 정립을 위한 시론: 평화경제와 공동성장 정책 담론에 대한 비판적 고찰

초록

The prolonged stagnation of inter-Korean relations and North Korea's declaration of “two hostile states” highlight the structural limits of existing approaches to peace and cooperation on the Korean Peninsula. Under these conditions, simply resuming economic cooperation is insufficient to ensure sustainable peace and mutual prosperity. Although policy discourses linking peace and development have persisted, the “peace economy” framework has shown clear limitations in institutionalizing a virtuous cycle between peacebuilding and economic development. In response, the concept of “co-growth on the Korean Peninsula” has recently emerged as a new policy framework aimed at promoting sustainable development beyond conventional economic cooperation. However, its conceptual scope and operational mechanisms remain underdeveloped. This study seeks to advance the concept of co-growth by incorporating the structural constraints of inter-Korean relations, recent policy shifts in North Korea, and the specific conditions of border and underdeveloped regions. It reconceptualizes co-growth as a multi-scalar development strategy that transcends state-centered approaches and is constituted through interactions across spatial scales. Rather than an extension of inter-Korean exchange, co-growth is framed as a strategy in which the two Koreas act as structurally interconnected agents addressing disparities and fostering new pathways of mutual prosperity.
