This study aims to propose reform measures to address the institutional limitations of the National Police Commission of Korea. To this end, it examines the historical development and legal framework of the Commission and conducts a comparative legal analysis with Japan’s National Public Safety Commission. The analysis focuses on four key dimensions: legal status, composition, authority, and expertise. As practical reform strategies, this study proposes: first, elevating the Commission to a central administrative agency to strengthen its legal status; second, securing independence in its composition through parliamentary approval and staggered terms; third, clarifying its authority by granting agenda-setting powers, appointment consent rights, and inspection powers; and finally, enhancing professional capacity and policy support by establishing a secretariat and expert advisory system. Ultimately, this study suggests institutional reforms through amendments to the Police Act that will clarify the Commission’s status and powers and provide the foundation for democratic control over police administration.
